This is a motel-like apartment building run by RJR. I lived here for a 6-month lease. Although RJR has a bad reputation elsewhere (e.g. Washburn) I liked my apartment well. Some small issues like the occasional ants on the counter or a faulty burner, which I easily resolved. The rent is decently cheap. No noisy neighbors either - after all, about half of the apartments are vacant.
